The manage_dashboard_owners, manage_dashboard_roles, and
manage_dashboard_certification MCP tools (#41606 ) added safety semantics
(owner-removal guards, ENABLE_VIEWERS gating, certified_by
clear-vs-unchanged convention) that weren't covered anywhere in the MCP
tools reference.
