Claude Code 3fbf011ce7 test(helpers): regression test for humanize locale activation (#28331) ...

Pins that _format_time_humanized calls humanize.i18n.activate(locale) for
non-English locales, and skips activation for English as a perf shortcut.

Closes #28331
