Evan Rusackas eb36d7b043 feat(glyph): single-file chart definition pattern across all plugins

Introduces @superset-ui/glyph-core's defineChart() and migrates ECharts,
deckgl, nvd3, legacy, and other plugins from the multi-file pattern
(controlPanel/transformProps/buildQuery/types/component) to single-file
chart definitions. Includes the SIP design doc, GlyphOptionsPanel explore
UI, and the supporting test suites.

@superset-ui/legacy-plugin-chart-parallel-coordinates

This plugin provides Parallel Coordinates for Superset.

Usage

Configure key, which can be any string, and register the plugin. This key will be used to lookup this chart throughout the app.

import ParallelCoordinatesChartPlugin from '@superset-ui/legacy-plugin-chart-parallel-coordinates';

new ParallelCoordinatesChartPlugin()
  .configure({ key: 'parallel-coordinates' })
  .register();

Then use it via SuperChart. See storybook for more details.
